online merchant able to access my personal info with only bank/routing number?

Dishonesty doesn’t pay. All they can do is debit your account. For privacy, the Fed (which administers the Automated Clearing House (ACH) system) doesn’t allow for that kind of information to run through the network. Only the amount, merchant info, routing number and account number go through.
Closing the account certainly doesn’t help.
Using to false identity to purchase something may qualify as mail fraud. You’re going to have a hard time explaining this one.
Reopen the account. Have them resubmit the chargeback. Withdraw the funds. Reclose the account. Thank the banker for their assistance.

It would appear that you have committed fraud and dont want to pay for it. Shame on you…
